Certification
Since 1994, LINK has been certified as a Women-Owned Business Enterprise (WBE). The New York State Women-Owned Business Enterprise Program (WBE) applies to New York State funded construction contracts.
Since 1997, LINK has been certified as a Disadvantaged Business Enterprise (DBE) according to the Title 49 Part 26 of the Code of Federal Regulations. The DBE program is a federally regulated program that is required on all federally assisted contracts. Only small business firms that are independently owned and controlled in both substance and form by one or more socially and economically disadvantaged persons are certified.
The New York State Department of Transportation (NYSDOT) is a recipient of federal funds, and therefore, administers the DBE Program on all federally funded highway construction contracts. LINK has taken part in the NYSDOT term agreement since 1997.
- From 1997 through 2010, LINK has fulfilled the WBE/DBE goals for the NYSDOT Term agreement in the western half of New York State with LaBella Associates, P.C.
- From 2001 through the present day, LINK has joined with Shumaker Consulting Engineering & Land Surveying, P.C. for the NYSDOT Term agreement in the eastern half of New York State.
- From 2007 through 2009, LINK fulfilled WBE requirements with Delta Engineering on DASNY’s Binghamton University College-in-the-Woods project.
